Digital dashboard error

Hello, i have been using sharepoint portal server for the intranet. On one of the computers when the intranet is opened there is a message at the bottom of the dashboard saying:
"The Digital Dashboard Services Component could not be loaded, possibly due to insufficient access privileges on this machine."

What does this mean and how do i get around it?It is only appearing on one computer.

Log in as a domain admin, then access the portal and instal the plug in when prompted. This should then make it available for any users on that system.
