Difficulty opening MySQL: LIBMYSQLUTIL.DLL problem

I've downloaded QueryBrowser 1.1 in Win98SE on a Celeron 2.4 machine and when I try to open MySQLQueryBrowser.exe, I get a message "The LIBMYSQLUTIL.DLL is linked to missing export KERNEL.DLL:GlobalMemoryStatusEx".

Any thoughts? Is this a Win98 thing?
