Differences between IBM Rational Web Developer & WS Site Developer

Can anyone please explain to me the differences between the two above
packages. To me they look like they are the same thing.

I currently have a java website running on JRun 3.x that I want to
maintain with one of the packages I've mentioned. Currently I've been
using a simple Java Text editor (Ultraedit) and doing everything
manually (batch compiles and uploads to server etc) and would like to
make my life a lot simpler by having an integrated debugger (very
important) and all the other goodies that Websphere has. I would like
to do this as cheaply as possible, and since I don't require EJBs it
would seem one of the above packages would be right for me, though I
can't tell which?

Is it a complicated process to import the existing site (including
jsps, *.java, *.htm) files into a Websphere work space (presumable an
.EAR is what I want) so that I can manage it all as a single project
rather than the mess of files I currenlty have?
