Difference visually between windows and web apps

Is it true that Web Apps (Dynamic PHP, even) can do more visually appealing things than Delphi traditional apps (i.e. apps for Windows using Delphi)? I saw this one appication software, which might not have been written in Delphi specifically, but I believe it used a web browser component and it seemed to me to be alot more attractive visually than the traditional Windows forms. I don't have enough experience to confirm this, however. Can "Web Apps" have more versatility and / or visual appearance than traditional Delphi apps, or vice versa? Thanks for any insights ;)
 
I'll jump in and say "Yes" that a web app can be more versatile in the visuals department. I would argue that a desktop app can provide a richer interface for the user, however. Google's spreadsheet will never displace Excel. What is Excel? Really just a front end for processing data. Both manipulate spreadsheet data but Excel can do so much more for the user than a web based interface can do.
 
If you think about it, a Web browser (which is the wrapper for a Web app's presentation) is nothing more than a "traditional" app. Both types of app have the same resources available to them, provided by the host operating system. What the application's presentation looks like, in either case, depends on the skill of the developer.
