Difference MS Visual Tools 3.0 for embedded Vb & MS Windows CE Toolkit

Please tell me the difference between MS Visual Tools 3.0(eMbedded VB) and MS Windows CE toolkit for VB 6.0. I am developing apps for hand held devices using eVB on the CE platform. But it seems a little bit restrictive. Will the toolkit for VB6 help me?

I'm trying to find out the same thing....have you had any luck getting an answer? Are there any good sites/books to explain the differences in VB for CE programming for a VB programmer?
