Difference between UCS client and UCS web client

I am trying to figure out what licences a client would need to purchase if they wanted to add a couple conference phones. What is the difference between the UCS client licence and the UCS web client licence? If they use the UCS to transfer calls to the conference phones, will they need both of those licences or just the UCS client one?
 
UC Client is an application loaded on your PC desktop. UC Web Client allows you to access the same thing via a web browser from a location other than your desk top PC.
