Difference between DLL and SYS

hi ..

what is the difference between files that have a *.DLL extension and the ones with *.SYS extension ? how would you create each of them ?

dll is the application extantion(pre-compiled program source code is hiden)
and sys is the system required file(these r from OS dovelopers)
