Difference between BC 12 SP3 and BC 12.1 (SP4)

I need some brief summary about changes between BC12 SP3 and BC12.1
Now I have Alex library for both version but in library BC12.1 I can not found summary of differences between SP3 and SP4 (BC 12.1)
I find that in BC12.1 ADC for KS is now 14 digit long (in BC 12SP3 12 long), in AS parameter new Parnums are added (108,109 and 156)
But what else was changed?
I’m interest only of short description, for example in KS ADC was changed. The rest I can find in Aex

It is only theory
For example
I find ( it is copy and paste) in alex in section / News / News in ASB 501 04 R11 /Revision information for BC12.1
2.3.1.3 Restriction of PSTN-to-PSTN transfer
This feature enables to allow/restrict transfer of an outgoing external call to another outgoing external call.
But no more info where, what was changed

In fact I find that are new value in ACD for extension is added
This version of Alex library for BC 12.1 was written very bad
 
look under section 2.3.2 "affected documents"

these are all the documents that are changed. I must agree that they don't point out what parameter exactly has changed. but if you know your way around in alex this shouldn't be a problem...

most of guys here do not have alex Bc12 SP4, so please we need a summary of differnces between BC12.0 @ 12.1
