I`ve programmed DID to 500 extension as a FAX .
When we call the DID the fax answer without any problem ,
the problem when we have second call to this DID , it does not giv it busy tone ,it ring to the ATT console ,

is this problem relate to our PABX ( CS100E ) OR FROM pstn ?

DID going to the Attendant means CLS FBA is set. The TN must have CLS FBD to deactivate that.

All TNs should be FBD.
