Build a hunt group and reroute it always to voicemail.
Hunt Group routing is simplest and does not consume any licensing
That being said, it has limits.
Will the voicemail be taking any messages and more importantly, will it need to set any message waiting lamps if it does take a message?

For the record, if you have a minimum SW version of 5.0
It can be easier to simply create a regular phone but designate the license as trusted.
This resolves the message lamp issue and keeps all of your routing to VM in a simple to find place.
Naming is easier as well.
