DID on a legend

I set up a Legend with a T-1 on the D-100 card. The first 15 channels are G/S trunks, the 16th channel is open and channels 17-24 are DID/DOD. I set them up in programming as DID.I have a range of 7700-7799 for DIDs. I programmed expected digits for 4, Delete digits for 2 and insert a 1, because my extension range is 100-165. At the console I programmed line appearences for the DID lines. If I dial the xxx-7700 I get a fast busy. At the console I do not get dial tone on the DID lines. Is this scenario feasable? Will the merlin support DID and DOD on the same line on the D-100 card?
 
I could be wrong, but don't two way trunks need to set up as TIE trunks? And you shouldn't be able to put DID trunks on buttons at the operator phone.
 
Are the GS trunks working properly? TTTommy is correct in that you should not assign DID trunks to the console AND you will not get dial tone on them. All other things being programmed correctly, verify with your vendor that they are indeed sending 4 digits. Also verify with your vendor that they have 'released' the DID trunks.
 
The first 15 GS trunks are working fine. I assigned the DID trunks to the console. If I press the button, I cannot access them. The vendor is sending 4 digits. Is my conversion possible? And are you saying that the D-100 card will not support DID/DOD on the same channel?(like on a pri)
