DID lines to DID modem

We would like to provide our management team with DID fax lines and route the calls to a DID modem. Our DID lines are routed to a PRI. We have successfully set up a single DID on a standard MultiTech modem. The moment we changed to the DID modem it returns a busy error code.

If anyone has setup an Avaya system using DID modems, could you please tell me which setting to review to correct our problem?

You had it working? What did you change?
 
IF you're talking about a fax server card that expect to receive DID digits, you'd have to connect it to an E&M card, and configure UDP, and point those digits at the E&M trunks towards the fax server.
