DID goes to busy on new TG

I just installed a new "local" trunk group. They are programed as ISDN PRI (two-way). We have 1 DID assigned to it. The provider is sending us 5 digits. The DID is 02818. I have a station programmed in the CM x02818 and the phone is sitting on my desk.

When I dial the 10-digit DID number it rings busy. The carrier is saying I am giving a busy back to them. How would I be doing this? When I status the trunk-group, all members are idle. When I trace the tac I get this:

do this, change incoming call handling treatment trunk group number, enter number in table and point to your extension, note; but you should not have to do this as you have the number built as an extension on your system, also I suspect they are only sending you 4 digits so build a station as 4 digits and retest
