for a remote LSP site where endpoints and MG are registered to the PROCR of the core, in a normal state where do the IP endpoints get dialtone from? PROCR is in NR 250 and all branches have direct WAN to 250.

If there is a remote LSP site, it should be it's own network region between 1 and 249ish (non-stub). It will pull dial tone first from local resources then secondly from the rest. I would recommend reading up on ip-network-regions for a better understanding of this feature.
