Dialout Query

Hi,It is CM 8.1 with G450. System has around 400 extensions. Now the IT admin wants that half of user can dial out mobile number without dialing any dialout access code and other half user may be able to dialout the mobile number with an access code(9). Can somebody help in this?
 
Not really. Why would you want some people to need to dial a 9 for something and other people not to? Is it OK to let them both either dial 9 or not dial 9 and just let it go out?

Do you care that it has to be only mobile numbers and you want to do something different for landline?
 
I'm definitely curious about the use case behind this... it may help provide a better answer.

 
actually half of users are old users using asterisk and dialing out cell number without dialing access code. The other users are fresh new users hired for a department adjacent with the old users building. Avaya CM has been installed at this new building and they are using dialout access code(9). Now we are migrating the asterisk users to new Avaya system, remember that the almost 80% old users are executives and after migrating there extension on avaya the are say we will not using dialout access code rather they will be able to dialout without access code. Surely we will educate them to use dial out access code gradually at at this time we have to configured their dialout as it was on asterisk.
