What are the differences between the Dialog 3213 and the newer Dialog 4224 Operator? There description infers that they offer the same features in operator applications.

How about the difference between the Dialog 3213, and the Dialog 4223 Professional and the Dialog 4225 Vision? Is that difference

It can, just try.
Program an OPI and plug in the Dialog 3213.
The missing key-descriptions can be a little confusing for the operator but you can solve that using the key-lay out paper on the phone.
