Dialing Telephone numbers from access97

I have an Access97 Database and I need to be able to automatically dial phone numbers from within the database, recording start and end time of call. I also need to be able to monitor incoming calls and if the number is stored in the database, also store the start and end time of the call.

Can this be done and if so, can you give me an idea how to go about it
