Dialing "0" on PRI DCH won't send called number

CS1000M rel 7.65 current on all patching. When you dial 9 + 0 calls are routed to RLI 4 RT 23. when monitoring the D channel the calling number is displayed but the called number field is missing. Telco verifies they are not receiving the "0" or the field in the messaging. If I dial 9 + 000 and monitor the D channel I see the called number field but there is only a single "0" present 2 of the "0s" have been stripped, but the call still doesn't complete as the CO returns the following message:

DCH 32 UIPE_IMSG CC_DISC_IND REF 00007FCC CH 205 23 TOD 11:33:26 CK F7957988
CAUSE: #18 - NO USER RESPONDING

and the call is released. If I dial 9+ 0 + 7 or 10 digit number the call completes but the "0" is not sent.
Any ideas on what is happening. Other 3digit numbers like 411 etc work just fine.
 
Against your RLI 4 and route 23, do you have a DMI entry?. As it's a "0" number, are you using SPN's to route this number?.
