Dialing out with 9 on the Telecenter phones

Im at a schools and all the teacher phones are the telecenter phones. Everything is programmed and working except dialing out with 9. I changed my leading digit to 1. Line group Access is 1 2 and 7. I also did flash 40 and did 004 004 to line group 7 . Also my Disa Type to 5...am i missing something? still getting a bust signal.
