Dialing out issues with IPO 1.3

I have an IPO 1.3 connected to a Definity V3R10 thru a split T1 by CSU DSU. Sometimes when users on the IPO attempt to make outside calls, they go to the Attd on the Definity. It hasn't been a big problem until recently when they fax started doing it also, and the receptionist is complaining now. Any ideas?
