Dialing heard after connecting to destination

Hi, I'm experiencing a problem after connecting with destination party; the phone continues to ring and in this particular case I get an "all operators currently assisting.....". I'm dialing the operator.

I'm not sure how long this has been going on, but a little history. We have about 300 copper pair tie to adjacent building. I suspect they are probably 30+ years old and have succumb to the weather/elements. I was troubleshooting an analog line today when I notice the second call being made. I tried other analog lines from that copper tie and had same result.

I only tried dialing the operator "0", so maybe that is key to the solution?? Also, I did not try testing directly off TN.

Definitely could be wet or damaged cable with crossed pairs causing 2 calls at once. Obviously pull the jumper at the frame and test it right out of the switch.
 
We had a 300 pair cable get ditched through. When it got repaired 2 of the 25 pairs got half mixed up. Had to test every pair from both ends before we figured out what happened. then had to correct the wires our self inside the remote building.
