Dialing delay on partner rsl6 /w T1

I installed a partner rls6 with T1 and DID's that has a delay in sending the first couple of digits when a call is dialed. If you pick up the line pool and dial right away it will miss the first digit or two. Are there any settings to adjust? The T1 provider claims that digits are received instantly when the line is picked up.
