Dialing AC1 blocked across PRI

I have a CME PBX tail hanging off a CS1000 7.6 system and when the tail PBX dials the AC1 (9) they are immediately presented with fast busy tone. I turned on DCH monitoring and I can see the 9 come across the DCH on the main CS1000 PBX. I checked the PRI route but cant figure out what is wrong. A work around I have discovered is to change the ACOD on the CS1000 route to "89" which allowed the CME to access the outbound PRI on the CS1000. I would much rather have the tail PBX dialing 9 as the CS1000 does to access the outbound trunks, but again I cant figure out what is wrong or if it can be done. Please advise Thank you

Hi Firebird, I don't think its an SPN,NPA,NXX issue as I get a fast busy as soon as I dial the AC1 "9".
 
Have you verified that the NCOS on your trunks connecting the two allow you to make the call?
 
NCOS has been checked, somebody mentioned it could be either the FTOP setting under the NET_DATA block, or the OVLR/OVLS setting on the DCH. Does this make sense?
