Dialing a number works everywhere except on one subnet

I have a 866 toll free number that gives me a fast busy signal in one subnet. I can come back here to my phone and the number works in my subnet. We are all part of 1 network just broken down into different subnets. I can also dial other 866 toll free numbers in the area in question so I know the route pattern is fine. I have tried dialing the 866 number from multiple phones with the same results. Thoughts as to why only 1 number does not work in 1 location?
