Dialing 911 Issue

My customer wants to remove 9911 and only dial 911 to get E911 services. They now dial 9 to go out but want to only dial 911 to get E911. Any ideas?

You could build an SPN of 11 if there is no numbering plan conflict. Then point the SPN 11 to an RLI configured to send 911.
