Dialing 9 will automatically grab a dial tone 1

How do I setup a phone so when a user dial 9 plus the number, the system will automatically grab a dial tone without pressing the line?

Thanks in advance.

Meridian's don't do active keypad dialling

Only Meridian set to do so is 3900 series. OPTIONS..select....LIVE DIAL PAD and activate.
