Sounds like you want to give some people dial-around access while restricting others. Correct? ARS analysis can't restrict who can call. I just steers the call. Use the FRL on the route pattern to restrict or allow individual access to a specific dial string. The default ARS entries includes four entries to support 1010XXX dialing. In each the route pattern is DENY.
Thinking about this makes it clear that prior planning is critical.
A way to meet your requirement is to stipulate 10102220-18-18-202-op in ARS Analysis. This will steer all callers who dial 9+10102220+10-digit number (18 digits) to route pattern 202. Then set the FRL on route pattern 202 so that you can allow calls/or not.
This is just one-way. There are others. We allow everyone access to 1010XXX0 which requires the caller to provide a billing option.
