Dial up error when configuring broadband connection wtf?!

I do dsl self install support and twice now I have gotten two separate customers with the same issue that even Bob Carrick didn't know what to say (carrick solutions...THE pppoe authority)...anyway, configure new connection, dail into dsl and get error 720 which is no PPP protocols installed or something like that...no active dail ups, ie isn't configured to dail out, reset tcp/ip stack...any suggestions?
 
A search on the MSKB for this error pointed to the Remote Access Connection Manager service. Sometimes there is some corruption with SP1. For these customers, does the create a new network connection wizard allow all the normal choices - or are some grayed out? If some of the choices are unavailable, have a look at this thread thread779-532765 to see if this might be the problem.
