Dial-up Connections Disabled

I have a computer that won't let me setup a dial-up connection. When I'm in the network connections folder, and click on "create a new connection" I can go through about three steps of the wizard and then am not able to select a dial-up connection as the way I want to get on the internet. If I go to IE Properties and go to the connections tab, the Setup button is ghosted so I can't do anything there either?

Note: This is *not* a "clean" install of Windows XP.

There is a modem in the computer, I believe US Robotic's, and another third party program I have is able to make a connection, but I have tried uninstalling this program to see if it was blocking Windows Dial-up settings, but it didn't help.

Is the modem installed correctly?
You must have the modem, before you can use the wizard to connect using it. XP won't allow a DUN connection to be set up, until there's a working modem in the machine. Cheers,

There is a modem installed in the machine. I belive US Robotics. I have a third party program that is able to dial-out but not Windows. I belive (if possible) that some program could be responsible for blocking me from setting up a connection, but haven't figured out which one.

Any ideas?
