Dial Tone on Tie Lines? How?

Building Tie Lines is part of our class lesson. We have dry pairs between student booths and usually build a regular 2-wire Tie Trunk and an E&M 2-wire Tie Trunk.
The trunks work fine, but I can't find a way for them to return dial tone to the caller when siezed.

Can anybody shed some light on this?

In LD16 at CNTL say yes then at the DLTN prombt say yes also.
