just return from central Calif farm country, cust has 6 lines ,all have hard to hear , low volume dial tone , SBC said that cannot do anything because cable & distance, long distance really bad , is their any equipement out their to raise volume before partner system
 
two options, one depends on the system type? the other is very simole, call the public utilities comm, or your states dept that protects you from bad service. dial tone from a provider is regulated.. that provider has to provide the exact same level to rural customers as they do for the state capital. goverment regs, allows zero change in db due to line loss, they need repeaters, load coils etc. no cost to you, you were given the "quick lie to shut up the whiner" answer, option 4 in the handbook. don't fall for it. some people (not companies) will do anything to avoid having to actually do their job. they know very few users know exactly what they are paying for..

Amen - Johnpoole is correct.

Since you want them to fix it vs actually file a complaint (if possible) give them a call and explain the situation. When they give you the BS line ask politely for them to give you the telephone number of the public service commission.

If they give you more crap (and it is likely) explain to them that they are REQUIRED BY LAW to give you that PSC's number and that it is likley that their supervisor has the number.

Odds are this will get you a supervisor interested in solving the problem. At that point go back to being "nice but firm" and "just a little desperate" and you should be able to get it solved.

If not, it will save you the trouble of looking up the number. Odds are you can file a complaint on line.

Just one thing - you did check dial to at the network interface, right?
 
I believe Pacific Bell's tariff spells out the longest level loss you should have on basic service is -7.0dB @ 900 ohms @ the demarcation point.

Follow the previous posts and don't let PB get away with anything!! PB is really getting lazy these days.... Some of their cable fixes are the worst band-aids I have recently seen.
