Dial tone, but can't dial out

Greetings, I don't know if I am missing the obvious or what. I'm racking my brains!
I have an analog line that just, stopped working. Ok check it coming back. I'm good at my phone room. I go to the next hop, Have dial tone but I can't dial a thing. It's like the phone doesn't recognize anything. Tried 4 other phones. Same things. There is a slight hum on the line. I've rebuilt this phone on different TN's different cards and also different portions on the block. AM I missing something. I even ran new wiring. Same thing. I'm out of ideas. Anything I might be missing.
 
So it works fine in the phone room but doesn't at the location?
 
Correct, I have other phones that are working through this block. I also moved the phone to various locations on the 66 block.
 
I swapped the pair too. Could it be at the 66 block? could i be missing something in the programming like dtmf, heck I don't know. I've dont so many phones before, like who knows.
 
Long shot -
Some very old touch tone phones were polarity sensitive. So you could try reversing the tip and ring of the pair.
 
So let me understand this correctly. You have a TN with dial tone at the PBX and it works. You cross connect it to the feeder pair and it doesn't work at the feeder block, correct?
 
Sounds like you have the tip and ring split or double punched somewhere. Meaning the tip or ring of one tn used with the tip and ring of another.
 
The only safe way is to use a tone set or loop the cable and use a meter to check the pair out.

It got really weird. I just finished up on this. I actually re did the 66 block. Before I did that, I took a buttset to it, and i could dial from it. But yet not from an actual analog set. Thanks for the help/input.
 
Kinda strange, however, a butt set doesn't have all the circuitry an analog phone does so that may have been your issue all along.
