Dial paging to hunt group, IPO v9.1.2

Set up a Dial Paging button to a Hunt Group that has about 24 1408 sets. Is there a limit on number of sets that system will page? seems limited to 15.
Also, is volume determined by individual set speaker volume? Seems not as loud as Nortel MICS system that was replaced.
Any other suggestion to "all Call" thru sets, as there is no external paging system.?

Maximum is 64 parties for a page per help file, yes volume would be set on a set by set basis
