Dial paging a remote office

Is there any way use a short code for dialpaging to paging a remote group in a small community network?
I've tried maiking a short code *75xx and then having the group number (ex. 539) as the dial, I select the wan link as the line, and select dialpaging as the feature and it won't page the group. It says number busy.
 
I think I got it to work directly to a telephone.

On the 2030 you press page then dial the extension at the remote site that works.

Does the short code work on the local switch?

If site A is your switch & site B is the site you wish to page you need to set the short code to page on site B, Site a needs to call the short code on site B

EG is short code on site B is *75XX you would need a short code on site A as follows

Shortcode *75XX
telephone number .
feature dial
Line group (VoiP line)
