Dial Out problem

I have a customer that just a experienced a problem where they press 9 for the outside line but instead of going to line 5 or 6 since they are free, it went to line 2 and picked up the line that another employee was on. I have since tested that employees phone using line 2 and I am unable to pick up the call from another desk because the auto privacy is enabled, which it should be. Is there anything else I should check or is it an outside the bcm problem?
 
Forget I asked. I had double checked the lines coming into the building and saw they all had connections running to the BCM but didn't make sure they lines were not crossing on the telco block. The problem was that line 2 was just barely touching the metal teeth on line 6 and so line 6 was actually picking up line 2 from outside the bcm. Thanks for the help and hopes this stupid mistake will help someone else remember we are all human and technology loves to prove that!

When I suspect crossed lines I anac the number at the block, if I hear 2 recordings throwing me numbers at the same time then that is the sign.
