Dial in Error 619 to Windows 2003 server

Users who could previously dial in to W2000 server cannot dial in to W2003 server, get "error 619 Specified Port is not connected". Have already followed MS KB article to register RRAS server in Active directory, have checked authnetication on both server and client, have tried using no authentication at all. Modem can dial out OK, client can dial other systems OK. Nothing shows up in Event Log. Any ideas?

This article discusses registering the RRAS server in Active Directory, as I stated in my post, I have already done this. I have scoured MS site for solution to this error, I am suspecting issue with authentication somewhere, but can't track it down. Have tried connecting with different logins and different OS's, same error.
