Dial By Name is a feature of Auto Attendant (AA).
When AA answers press # to get to Dial By Name
For Target Line you could setup an AA greeting and guide people to press # to get the dial by name.
If your company is full AA (0 rings)on its normal inbound lines then no need to have another Target Line setup.
For internal users there is no option since they most likely know the extension (unlike new callers) via a list on paper or PC, all you can do is use F980/DIR to leave a message.
I have Asterisk in front of the BCM as we have 2 offices, only the BCM office ext are to be dial by name, the other is an offsite location. The IVR is on the Asterisk as it's our gateway, but they want to be able to dial by name.
When you press # on the Asterisk IVR I need to transfer that to the BCM via a SIP->2 PRI link and get the "dial by name option" on the BCM.
