Hi, i have a 2620 Cisco router and have a leased line
connection on its WAN port, when the WAN connection fails somehow ,how is it possible to dial the ISP with a 56K V90 modem and reach internet again with same IP ?

You will need to go to CCO and search on DDR or dial on demand routing. Too involved to walk you through all of the myriad possibilities, especially without knowing your architecture.
