Dial 9 "to get out" and 911, California IPO v3

Hi, Company is on very old v3.5 IPO and after three calls to 911 in two weeks management is asking to change to dial 8. One day we dream of upgrading and linking phone systems with corporate office who just got Shoretel system and they have 8 extensions in use so I have that as an excuse but not much else. Currently dial 8 is used for our POTS lines in case the PRI (on 9) is down. Seven is still available so we could use it for POTS. Of course, all the button programming for speed dialing would have to be changed.

Anyone run into this type of issue please let me know your thoughts and what you decide. I am sure there is a thread on this somewhere so if you know where I should look or search please let me know. We are looking for pros and cons. And if there is anything I can use for justification to get a new phone system all the better! As have three CA locations all on IPO v3.5.

Also, until a few years ago we used to make everyone dial 9-911 to get to emergency and we put labels on every phone. It had been this way since 2003. I have yet to see a California law stating we couldn't do that so I am considering proposing to management we go back to that.

Make them dial 9-911, or change your [9] to a [7]. Whatever, it's up to management, apparently.

We usually fix the problem by doing that.
