Dial 9 outside access problems

I have a problem with the digital card in the third cabinet.
When trying to get an outside line there is a dead air as though a dead trunk in the hunt. The user has to retry many times. Confirmed that no dead trunks, checked the card in another cabinet, worked OK, checked the phone, OK, even moved the card in another slot in the same cabinet, same problem. Presently only this card and a trunk card in this cabinet. Think there is a problem with the third cabinet.

Is there any way to confirm this with changing the whole cabinet?

 
First test all trunks in that route that user is accessing if all trunks are good then
I would hook the phone right on TN block and see if it works It may be cabling issue
From phone room to that phone some tins when feeder go’s bad weird things happen.
 
Check polarity of trunk if ground start. Check amphenols on cabinet and demark to verify one end isn't pluged in all the way.
