Dial 9 out

Would anyone show me how to activate pad 9 to for all outgoing or external calls. What overlay should I use?
I have a 2616,TN 1 1, DN 2201

can you dial 9 from other phones? if so check the ncos, tgar and 1st entry in cls, make 1 1 match that. if dial 9 does not work system wide we all need more info
