Dial 9 gets "INVALID NUMBER" on display

If I pick up the handset and dial 9 I get "INVALID NUMBER" on the display ans silence. Also when I hit the ext. number button to get speaker dial tone nothing happens at all. (only one set is having this problem)

Is this a new set or one that just started having problems? If its new be sure to give it access to the line pool with the access number 9, also be sure handsfree is set to yes. If all else fails swap out phone for one that works to see if it is the phone.
