DHCP traffic "blocked" in vlan....

We have a Summit1i working as a router with approx.3000 vlans configured as sub-vlans, under 12 super-vlans (class C-nets). Private customers get their ip-address from a DHCP-server via this Summit1i (bootp relay). If you reboot the Summit1i or run "clear fdb", some customers (up to 100) don't get an IP-address? If you then change their sub-vlan to another sub-vlan in another super-vlan it starts working again.
Companies have static addresses and there's no error!

Any clues?

We've had his problem for a long time, even before EW 7.4!
