I think the server in question is on a Small Business Server...

I need to enable/modify/disable the DHCP services... where can I see this on the server?

I have admin account access... of course

Further to what markdmac mentioned, once you are in the DHCP console, disable the existing scope (if one is active -- hopefully your users are getting their IPs from another source). You can then disable the DHCP service.
