DHCP server not binding any network cards Event ID 1041

When the server boots up I get the following error in Event Viewer "The DHCP service is not servicing any clients because none of the active network interfaces have statically configured IP addresses, or there are no active interfaces". This is Event ID 1041 and DHCP is not working and my network cards both have static IP.

The problem seems to be that when I go into the Advanced section of DHCP and go to Bindings the tick I put into my network card is not retained after I click on ok. The wierd thing is that initially DHCP was working. Help!!

Causes: 1. Bad NIC.
2. Incorrect NIC hardware settings.
3. Incorrect TCP/IP settings.
