I am trouble shooting an issue for a company and never seen anything like this before.
When installing a 46xx phone the receives an ip address of a switch that was removed years ago. The LAN group says there are no options configured on the DHCP server, all the options are set by the networking staff at the switch/router level.
They do remember configuring something when they purchased the phones but it was not in DHCP. They state that the phone sends some long charater string (like a name) to the server and the server returns the primary clan address. They said this was the way Avaya did things early on with 4612's and release 9.X ????? They have had the phones installed since 2000 but have to change the fileserver address every time a phone is replaced so it registers.
I can see there no voice options set in the DHCP server. Just puzzled where the old IP address is being stored.
