DHCP Problem/Question

I came in this morning and someone brought in a new handheld pc that runs a full version of Windows XP. They plugged it into the network and before long I was getting "conflicting IP Address Errors" on 99% of the client machines.

Once i figured out which machine was causing it, i unplugged it, restarted dhcp and things went on normally.

One question is why would this happen? In the leases it showed 4 entries for this machine all with different mac address.. soft coded mac address in the bios is a thought but haven't checked that out yet.

Also, how can I keep people from plugging a random machine into the network and getting an IP address without me knowing about it?
 
Don't plug in the other end of the wire to your patch panel.
