DHCP Not Issuing Consecutive Addresses

Just wondering if anyone has come across this and if there is a fix. Running NT 4.0 SP6a. DHCP scope has exclusions and some reservations. Currently, new machines added to the network are registering IP's way down the range. The problem is we use IP groups for internet access by assigning reservations. The IP's DHCP is now assigning are in a group that allows restricted internet access, however, the machines being assigned should have NO internet access. Does anyone know of a workaround for this? I could reserve all IP's for every workstation but would love to avoid doing that!

Scope is similar to this: 10.10.31.1 - 10.10.255.254
Exclude: 10.10.204.10 - 10.10.204.20
subnet mask: 255.255.0.0
Began assigning 10.10.31.1 - 10.10.31.192
Now assigning addresses 10.10.200.x????

Scope has been in place for over a year.

Microsoft Q140989 says this is by design if your scope contains exclusions, but I find it hard to believe that it will skip several hundred addresses in the range.....
