DHCP not enabeling second IP range properly

We have a Netware 4.11 server running dhcp for two ip ranges. The first range works ok but when the second one is used the pc's are unable to open mail or internet access. They still see the network and can transfer foles to and from the server. Anybody go any thoughts on this?
 
Do you use a proxy server to get to the internet or is it direct access? You have 2 ranges of IP addresses, do you have a router between the classes? If you have a router then have you setup your DHCP helpers?
 
another question: do you have a static route set up with your ISP and on your router? Basic, but sometimes simple things are forgotten.
