DHCP is Authorized but I get Event 1051

Win2000 server
Dhcp is Auth but will not give out IP's. Event 1051 is The DHCP/BINL service had determined that it is not authorized to service clients on this network. But it is. I try to reauthorize and it says it already is. WTF?

I also tried the Microsoft reghack to set disablerougedetection to 1. No luck.
